先后就读于中国人民解放军第四军医大学（西安）、中国人民解放军进修医学院/中国人民解放军总医院（北京301医院）,并相继获得医学学士、硕士、博士学位，曾先后在国防科工委25基地、第四军医大学附属唐都医院神经内科、解放军总医院神经内科担任住院总医师和主治医师。博士毕业以后先后在以色列WEIZMANN科学院、美国EMORY大学药学院从事神经系统疾病、神经生物学的博士后研究。
2008年加入北京师范大学社会发展与公共政策学院，现为北京师范大学社会发展与公共政策学院党总支书记、博士研究生导师，北京师范大学中国医疗卫生政策研究院常务副院长。
目前研究领域：医疗卫生政策——主要基于国家卫生政策对于基层的影响，通过量化和质性结合的研究方法，探索在中国复杂情景下的卫生改革的效果，并提出政策建议；农村卫生研究——为了改善农村的医疗卫生状况，结合近期承担的卫生部、科技部的项目，研究团队建立了《中国农村卫生人力资源追踪数据库》，目前已经完成了第三年的追踪。在此基础上，发布了若干卫生人力相关的学术论文、政策报告、新闻报道等；精神卫生研究——近几年相继开展了灾后精神健康、寻医路径、精神分裂症、抑郁症、自杀等相关研究；老年健康与促进——老年人健康风险与疾病防治相关研究。
